Non-working time and custom locale bug

Hi,
I have Scheduler with custom locale and non-working time feature is not working properly from version 4.1.0. Scheduler throws Error: Missing schedule definition.

How can I fix it?

This has been fixed already, will be part of 4.1.3 (find it already in nightly builds)

When is version 4.1.3 planned to be released? I am wondering if I have to rollback to 4.0.8 version.
